The safety of the chemical plant in Dalian is under threat, as CSL, the company that operates it, has been accused of failing to implement safety measures and have been repeatedly fined by the government for non-compliance.
In August 2019, the Chinese government issued a notice warning CSL that it had not implemented adequate safety measures at its chemical plant in Dalian. The company was found to have failed to ensure the proper functioning of its emergency systems and had not carried out regular safety inspections.
Following the notice, CSL faced several penalties including fines ranging from RMB 500,000 to RMB 1 million. These fines were imposed for non-compliance with safety regulations and standards set by the Chinese government.
Furthermore, CSL's management was also suspended and its operations were restricted in certain areas. This included the ability to operate its chemical plants and the construction of new ones in Dalian.
The incident highlights the urgent need for more stringent safety regulations and stricter enforcement of existing ones. It also calls for greater transparency in the operation of chemical plants, ensuring that they comply with all applicable laws and regulations.
The Chinese government must take immediate action to address this issue and ensure the safety of the chemical industry in China. The industry needs to be regulated more rigorously to prevent accidents and injuries, while also promoting safe and responsible practices among workers and operators.
